Russia is a federal presidential republic whose constitution divides state authority among executive, legislative and judicial institutions. The president serves as head of state and holds extensive authority over foreign policy, national security and the federal government. The prime minister heads the government and oversees the work of federal ministries. Russia’s parliament, the Federal Assembly, consists of the State Duma and the Federation Council, which consider legislation, federal spending and other national matters.
The judicial system includes the Constitutional Court, Supreme Court and other federal and regional courts. Russia is divided into federal subjects with their own regional governments and legislatures, although significant political and administrative authority remains concentrated at the federal level. Political debate is shaped by the presidency, parliamentary parties, regional leaders, economic conditions, national security, foreign relations and the continuing war in Ukraine. Together, these institutions influence how laws, public policy and national priorities are developed and carried out across the country.
Russian budget documents show a major increase in planned defence spending for 2027 as Moscow also prepares for higher borrowing, new taxes and continued fiscal pressure.
